This is a coordination number
Coordination number is an identity designation for a person who is not or has not been registered in Sweden. The purpose of the coordination number is to create order and order between people who are registered and not registered.
Two categories of coordination numbers
There are two categories of coordination numbers. Proven coordination numbers that require the identity to be established by the requesting authority and unconfirmed coordination numbers where there may be uncertainty about the individual's identity.

About half of all assigned coordination numbers are unsubstantiated. The unconfirmed coordination numbers exist because, for example, the Police Authority and the courts have a need to share information about a person even if the identity of the person cannot be proven. Therefore, the Police Authority has an exception from proving the identity.
This is how the coordination number is assigned
The Swedish Tax Agency is the authority that assigns a coordination number on request. Today, a person cannot apply for a coordination number himself, but it is assigned to a person when the Swedish Tax Agency or another authority has a need for it. In order to be allowed to request the allocation of a coordination number, the applicant authority must, according to the main rule, have first established the person's identity.
The coordination number is eternal today
According to current rules, a coordination number is perpetual and people who have been assigned a number today cannot be deregistered. All coordination numbers that have been issued since the year 2000 therefore remain and are unchanged in the register. It is also not possible to deregister a person who has been assigned a coordination number on incorrect grounds.
